Implementation Plan

On April 22, 2020, President Laurie A. Carter convened six working groups comprised of faculty, staff, and students to develop recommendations outlining the structure and goals of a COVID-19 recovery organization.

Process

Our short timeline and the urgency of our work have necessitated a compressed and agile process while also ensuring we are broadly engaging with and incorporating input from across the campus community.

Since late February, our campus community has been engaged in managing university work and learning through the pandemic. A COVID-19 task force composed of faculty, staff, and students have been meeting, at times, daily to communicate concerns and needs of the community. That group has been fundamental in keeping the university focused on student success during rapidly evolving conditions.

In April, six working groups were formed to develop recommendations for moving beyond spring 2020. The groups were charged with providing recommendations that outline the structure and goals of a COVID-19 recovery organization and investigated every aspect of Ship’s return to campus life, while carefully stress-testing every component against public health practices.

In developing the plan for academic instruction, the Provost’s Office, along with the academic deans, has worked to gather input from chairs and directors, inviting feedback from academic departments, programs, and individual faculty regarding ideas for instructional formats, classroom needs impacted by social distancing protocols, and other considerations for instruction. The feedback we received has been instrumental in refining our options and has directly shaped our recommendations.

The work has been developed in consultation with SU faculty, staff, and students, and following guidance of state and federal health experts. Survey data from faculty, staff, and students also informed development and implementation of our Fall 2020 Plan.

As the plan began to take shape, constituents across campus were invited to participate in discussions to learn about plans and to provide feedback. Council of Trustee members, President’s Cabinet, Student Government Association (SGA) leadership, the APSCUF, AFSCME, and SCUPA bargaining units, and various leadership teams have provided useful input in shaping the plan. A town hall meeting of campus faculty and staff garnered nearly 200 comments that are being used as considerations in the planning.

Recommendations were studied and tested for viability based on resources and the ability to implement within the framework of campus infrastructure, likelihood for student success, and fit for employees. Every component of planning has been viewed through the lens of health and well-being for the community on campus and beyond, to the extent possible.

This iterative process will continue as the plan is shaped, finalized, and implemented to adjust and improve components as needed.

Implementation

As we move into implementation, we will need to stay agile and prepared to address the conditions of the community as the pandemic and guidance evolves. While some risk will be present regardless of the model we adopt, we can mitigate COVID-19 risks for our community and provide flexibility for our most vulnerable and at-risk populations by developing protocols that follow public health guidelines, including:

      • Testing, infection notification, and quarantining
      • Providing personal protective equipment and stressing personal hygiene practices
      • Cleaning and sanitation
      • Establish clear social distancing guidelines
      • Training and acknowledgment of compliance with COVID-19 preventative standards

Workgroups

The below groups investigated every aspect of Ship’s return to campus life, while carefully stress-testing every component against public health practices. The groups and their specific charges were:

Remote & Online Workgroup

  • To review and recommend actions needed to continue and/or restart the delivery of remote and online programs.

Graduate & Professional Programs Workgroup

  • To review and recommend actions needed to continue and/or restart the delivery of graduate and professional programs.

Undergraduate Programs Workgroup

  • To review and recommend actions needed to bring the undergraduate academic programs back to campus considering the current and predicted health guidance.

Student Life Workgroup

  • To review and recommend actions needed to deliver the student life experience to students at the university considering current and predicted health guidance as well as student and parent concerns for safety.

Research & Experiential Learning Workgroup

  • To review and recommend actions needed to continue the research and experiential mission of the university considering current and predicted health guidance.

Staffing Workgroup

  • To review and recommend actions needed to staff the university in a manner that does not compromise the academic mission while ensuring the health and well-being of our most critical assets—employees.

The groups met at least weekly sharing ideas and scenarios, seeking input from campus stakeholders, and developing as many scenarios as possible for maximum flexibility of action, anticipating that conditions will continue to be fluid and unpredictable.
